Dr. Charles Oyaya is the Executive Director of the International Development Institute—Africa. He is a Constitutional Law, Governance, Health and Development Planning and Public Policy specialist with over 20 years experience. Dr. Oyaya has provided consultancy services in over 25 countries in Eastern, Horn and Southern Africa. Dr. Oyaya has worked  as a Policy, Strategy and Legislation Consultant for the World Bank Group, Global Water Practice in Nairobi since 2014. He is a Visiting Senior Research Fellow at Health Economics and AIDS Research Division (HEARD), University of Kwazulu Natal, South Africa. Dr. Oyaya is one of the Founders of the Great Lakes University of Kisumu. He holds PhD in Law, MA in Health Management, Planning and Policy, MA in Urban and Regional Planning among others. Dr. Oyaya will be the Convener and Facilitator of the Course.


Ms Regina Ombam is the Deputy Director, HIV Investments at the National Aids Control Council (NACC). She is a Development Economist with over 20 years of professional work experience. She has served in Kenya’s public sector as a Lecturer at the University of Nairobi, Economist in the Roads Sector and Policy Analyst at the Kenya Anti-Corruption Commission. Regina is  a Senior Visiting Research Fellow at the Health Economics and AIDS Research Division at the University of Kwa Zulu Natal, South Africa. Regina is a member of UNAIDS Economic Reference Group, the EAC Expert Working Group on Sustainable Financing and WHO Technical Working Group on Transition from External Financing, Public Finance Management and Domestic Financing for health. Regina holds BA in Economics, MA in Economics and is currently pursuing PhD in Economics at the University of Nairobi. Regina will be the Lead Facilitator on Principles and Approaches to Sustainable Financing.


Professor Peter Wanyande, PhD, is a Professor of Political Science and distinguished scholar at University of Nairobi. He is also a Devolution Expert with over 30 years experience. Prof. Wanyande was an Expert in the Constitution of Kenya Review Commission (CKRC) as well as in  the National Constitutional Conference on devolution matters. He was also a Commissioner and Convener of the Devolution Thematic Team at the  Commission for the Implementation of the Constitution (CIC). Prof. Wanyande will be the Lead Facilitator for Principles of devolution &  its application to development planning and financing.
