Devolved Planning, Sustainable Financing and Budget Advocacy Course- 2018
18th- 22nd June 2018 & 20th - 24th August 2018
The course will introduce participants to the core concepts, principles and approaches in devolution, devolved planning, participatory budget making, budget advocacy and sustainable health financing. Participants will be introduced to concepts and principles of devolution including fiscal devolution, constitutional foundations and rights-based approaches to devolved planning and budgeting, integrated planning, public finance management, participatory budget making, budget advocacy, sustainable health financing and fundraising. The course will also explore opportunities for health sector influence in the budget making processes at various levels as well as the critical junctures and entry points for influencing budget making processes and decisions.
The Course will explore sustainable health financing options and opportunities at national, county and local levels and discuss strategies for local fundraising and resource mobilization for health. We will examine the constitutional, legal and institutional framework for devolved planning and budget making and discuss the steps in national and county budget making processes in Kenya. The course will further introduce the participants to the concept and elements of advocacy, advocacy strategy development, successful advocacy tactics, strategies and case studies.
Finally, each participant will be given an opportunity to initiate, develop and implement a leadership excellence project on sustainable community-based health financing or influencing planning and budget decisions for health at either national or county levels. The leadership excellence project will focus on addressing particular health sector financing problem/challenges with the aim of increasing budgetary allocation for health.
2.0 Who Should Attend?
This course targets leaders and decision makers, development practitioners, health sector executives, program managers and officers, heads of departments, advocates and activists. It also targets County and Sub County Management Teams, County Assembly and Parliamentary staff, health and budget committee members, and other leaders working within county and national health and development systems including public sector, NGOs, FBOs, international agencies and private sector.
3.0 Key Outcomes
The course will equip participants with:
A firm grounding on the principles and practices of devolved planning, participatory budget making and budge advocacy for health and development.
The confidence to engage in, and influence critical planning and budgeting decisions at national, county as well as local government (municipality and city boards) levels.
Conceptual, technical and practical approaches to learning through active discussion groups that facilitate the sharing of experiences on specific health and development financing challenges and solutions at various levels.
Opportunities for networking with fellow professionals and peers from highly regarded organizations in the public, private, NGO and FBO sectors.
Opportunities for learning with and from distinguished faculty and peers who all have rich experiences within the health and development system.
4.0 Course outline
The Course consists of seven modules and a Leadership Excellence Project. The modules will be delivered in two sessions as follows:
Session 1: PRINCIPLES OF DEVOLUTION AND LEADERSHIP EXCELLENCE FOR HEALTH AND DEVELOPMENT

· Module 1- Principles of Devolution and its Application to Planning and Financing
· Module 2- Constitutional Foundations and Rights Based Approach to Devolved Planning, Budgeting and Public Finance Management
· Module 3- Principles of Devolved Planning
· Module 4– Introduction to principles of developmental state and leadership excellence for health and development
Session 2: PRINCIPLES OF SUSTAINABLE FINANCING. PARTICIPATORY BUDGET MAKING and ADVOCACY
SESSION 2 DATES: MONDAY 20TH—FRIDAY 24TH AUGUST 2018
· Module 5- Participatory Budget Making in Kenya
· Module 6- Principles and Approaches to Sustainable Financing and Fundraising
· Module 7- Elements of Successful Budget Advocacy for Sustainable Financing
The Leadership Excellence Project
Each participant will be expected at the end of the course to develop and implement a Leadership Excellence Project. The project will be based on the principles the participants will have learnt to influence decisions and/or initiate practical solutions within their sphere of influence. The leadership excellence project will focus on addressing particular health or development problem through advocacy for sustainable financing.

6.0 COURSE FEE
Participants will invest:
Application fee Kshs 1, 000.00 (US $ 10)
Kshs 12,000 (US$ 120) per learning day equivalent to Ksh. 60, 000 (US$600) per 5-day Session for East Africans or
Ksh 15, 000 (US$ 150) per learning day equivalent to Ksh. 75, 000 (US$750) per 5-day Session for non- East Africans.
N/B: This Investment will cater for facilitators fees, course administration, course materials, certificate, lunches, teas and snacks BUT NOT accommodation, dinner and travel.
The Leadership Excellence Project: In addition, your investment for the facilitation and support of the Leadership Excellence Project will Ksh. 30, 000 (US$300) for both East Africans and non- East Africans.
7.0 SPECIAL OFFER
Participants who register and pay the full course fees by 30th April 2018 shall get a discount of Kshs. 5, 000 (USD $ 50). Similarly, a Package or Sponsorship of at least 3 participants shall get a discount of 5 per cent per person.
